당시 현장의 영상과 통화 기록을 중심으로 2014년 4월 16일 그 날의 현장에 고스란히 집중하며 국가의 부재에 질문을 던지는 다큐멘터리이다. 국가의 구조 책임자들이 기울어진 세월호 앞에 있으면서도 구할 수 있었던 충분한 시간에 구하지 않음으로 인해 304명이 무고하게 희생당한 사실을 드러낸다.
