2002년 뉴저지주 뉴어크 시장 선거. 16년간 시장 자리를 지켜온 샤프 제임스에 맞서 유력한 도전자인 코리 부커가 나타난다. 소수 커뮤니티가 겪고 있는 여러 가지 문제들을 바로잡고자 하는 부커. 깨끗한 선거 운동을 원하지만 그의 출마를 방해하려는 제임스 파 세력의 은밀한 수법들이 점점 수면 위로 드러나고 심지어 도시 경찰이 부커 지지자들을 괴롭히기 까지 한다.
